A property improvement plan is the renovation a franchisor requires when an owner signs, renews or buys a branded hotel, and in 2026 the brands enforce it. A typical obligation runs $2 million to $8 million. Choice can issue a notice of termination if a PIP is not executed 12 months before a contractual out date. A deferred PIP now cuts a sale price by more than its budget. Owners fund the work seven ways, ranked here by how often each one fits: a Bridge direct PIP loan from $500,000 to $15 million layered with C-PACE on the mechanical scope, SBA 7(a) up to $5 million for owner-operators, C-PACE on its own for energy and envelope work, FF&E loans and leases for the case goods, brand key money on a renewal or conversion, a debt fund bridge loan when the PIP comes with an acquisition, and a cash-out refinance when the hotel has the equity.

On a $2.4 million PIP for a 100-room upper-midscale hotel, the stack below is $800,000 of C-PACE, $1.3 million of direct PIP debt and $300,000 of cash, with the senior mortgage untouched. This guide ranks the options, gives the 2026 cost per key by tier, and walks that deal. The PIP program sits on Bridge's hotel financing page.

Key takeaways

  • Bridge ranks #1: direct PIP loans of $500K to $15M, layered with C-PACE, SBA or FF&E pieces in one request.
  • 2026 PIP costs: $3,240 to $4,436 per key for economy soft goods, up to $16,993 to $24,511 at luxury.
  • SBA 7(a) funds up to $5M of PIP, FF&E and the rooms-out working capital at a 10.00% cap.
  • C-PACE covers 15-35% of a PIP at fixed rates in the high 6s to mid 7s with no recourse.
  • Brands enforce PIPs on 12- to 18-month clocks; a deferred PIP costs more than the renovation.

The ranking is not a verdict for every PIP. On an economy soft-goods refresh at the bottom of the cost table, the obvious pick, a layered direct loan, is the wrong tool: an FF&E lease funds the case goods on its own with less to document. An owner-operator with a PIP under $5 million and an SBA relationship should start at rank 2, unless any owner is a lawful permanent resident. And a hotel going to market inside a year should price the deferred PIP into the sale instead of borrowing for it.

1. Bridge direct PIP loans: who are they best for?

Best for: any brand-mandated PIP from $500,000 to $15 million where the senior loan should stay in place.

Bridge lends its own capital on PIP and renovation loans and arranges the layers around it: a C-PACE assessment for the mechanical and envelope scope, an SBA 7(a) where the owner qualifies, an FF&E facility for the case goods, and key money where the franchisor will contribute. One package, one closing calendar, no renegotiation of the existing mortgage. Bridge closed more than $500 million of hotel loans in 2025 and is the lending partner for Hilton, Hyatt, Choice, Red Roof and AAHOA owners. The catch is scope: when the whole PIP is case goods and soft goods, the layering adds nothing and an FF&E lender alone is the cheaper route.

Choose Bridge if: the brand has given you a date, or the PIP mixes scope that no single lender funds well.

2. SBA 7(a): who is it best for?

Best for: owner-operators with a PIP under $5 million who also need working capital for the rooms-out months.

The 7(a) program lends up to $5 million at a variable rate capped at prime plus 3.00 points, 10.00% today, with 10-year amortization on FF&E and 25 years on real property work. It is the one option that also funds the working capital to carry the hotel while rooms are offline. The limits are real, however: every owner must be a U.S. citizen or national under the March 2026 rule, the owner must operate the hotel, and the loan carries a full personal guaranty. Since July 2026 a 7(a) can sit alongside a 504 for $10 million of combined SBA debt, which fits an owner who refinanced the real estate on a 504 and needs a PIP loan on top. The hotel-volume lenders are in the best SBA lenders for hotels.

3. C-PACE: who is it best for?

Best for: the HVAC, lighting, roof, window, envelope and plumbing scope of any PIP above about $750,000.

C-PACE is a 20- to 30-year property tax assessment at fixed rates in the high 6s to mid 7s, non-recourse and transferable on sale. It funds HVAC, lighting, roofing, windows, envelope, plumbing and resiliency work, and in most programs it can fund eligible work completed up to three years earlier. On a PIP it typically covers 15% to 35% of the budget. The senior lender must consent, however, and 2026 lenders condition consent on a combined LTV cap, an escrow for the assessment and a DSCR covenant that counts it. Nuveen Green Capital originated $2.1 billion of C-PACE in 2025 and wrote a $63.97 million acquisition-and-renovation assessment on a 1,073-room Atlanta Westin in June 2026. The originators are ranked in the best C-PACE lenders for hotel renovations.

4. FF&E loans and leases: who are they best for?

Best for: equipment-heavy PIPs where the case goods, kitchen, laundry and technology are most of the budget.

FF&E lenders and lessors fund 100% of furniture, fixtures, equipment, kitchen, laundry and technology over three to seven years at 8% to 12%, secured by the equipment, which keeps the senior lender out of the transaction. The lenders brands name in their own disclosures write $5,000 to $500,000 equipment and brand-standard loans over 12 to 72 months; Best Western runs an FF&E finance program through its supply arm. Nothing attached to the building qualifies, however, which is why FF&E debt pairs with C-PACE rather than replacing it.

5. Brand key money: when does a brand pay for the PIP?

Franchisors pay for PIPs they want done. Hyatt paid $49 million of key money in the first quarter of 2026, up 172% year over year. Hilton uses it on about 9% of rooms under construction, and IHG directs more than half of its key money to premium and luxury brands. Choice paid $83.4 million in 2025 and said in August 2026 it is tying 2026 key money more closely to improvement plans. Wyndham deployed $105 million of development advances in 2025. Amounts are capped near 5% of project cost, documented as a note forgiven over the term and repaid only on early exit. The money is on the table before the agreement is signed, rarely after.

6. Debt fund bridge loans: when do they fit?

A bridge loan funds the purchase and the PIP in one facility at 65% to 75% of cost, SOFR plus 350 to 600 basis points, interest-only for 12 to 36 months, with the PIP budget held back and drawn against invoices. It is sized on the post-PIP NOI, so it works when the renovation changes the hotel's earnings materially. For a $1.5 million refresh on a stabilized hotel it is the most expensive option on the list. The exit tests are in how hotel bridge loans work in 2026.

7. Cash-out refinance: when does it fit?

A hotel with 40% equity and a loan maturing in 2026 or 2027 can fund the PIP from its own value: 10-year hotel CMBS at 6.83% to 7.33% fixed, a bank loan at 6.75% to 7.5%, or an SBA 504 refinance, which since November 2024 allows up to 90% loan-to-value with no cap on cash-out for operating expenses. The constraint is that 2026 CMBS loans require an unfunded PIP to be reserved at closing or cash-swept to 115% of its cost, so the refinance must be sized to fund it.

What does a PIP cost per key in 2026?

The guestroom figures below are from the Nehmer and HVS Design 2026 Hotel Cost Estimating Guide, as summarized by GoAudits. Freight and tax now add 16% to 18% to FF&E against 6% to 8% in 2021. The guide excludes fees, contingency, operating supplies and contractor overhead, so all-in PIP budgets run roughly 50% above the soft-goods line.

Luxury

Two practitioner caveats. The soft-goods line is the floor, not the budget: bathrooms, corridors, lobby, mechanical and brand signage are what take a midscale PIP from $7,000 to $25,000 per key. And lenders raise the FF&E reserve they underwrite from 4% of revenue to 5% or 6% when a PIP is 24 to 36 months out, which shrinks the loan on a refinance before the PIP is even scoped.

How do the brands enforce PIPs in 2026?

On a clock. Choice's franchise documents say the brand contacts owners about 18 months before a contractual out date and may issue a notice of termination if a PIP is not executed 12 months before that date, rescindable by signing the PIP addendum within 30 days. Marriott's renovation program runs on a seven-year soft-goods and 14-year case-goods cycle on its upper brands. HVS wrote in March 2026 that the era of deferring brand-mandated PIPs is ending, that a typical obligation is $2 million to $8 million, and that a deferred PIP reduces an offer price by more than the stated renovation budget. The one trend in the owner's favor: at ALIS Law in February 2026, phased PIPs and trigger-based capex commitments were reported as gaining traction, so scope and timing are negotiable even when the obligation is not.

Worked example: a $2.4 million PIP on a 100-room upper-midscale hotel

Trailing NOI for this hotel is $900,000; the existing bank loan is $6.5 million at 6.75%; the franchise renewal requires a $2.4 million PIP within 18 months, $24,000 per key: $1.3 million of guestrooms and bathrooms, $800,000 of HVAC, lighting and roof, $300,000 of lobby and signage.

The existing $6.5 million mortgage stays in place at about $507,000 a year, so debt service on the whole stack after the PIP is about $780,000. In the renovation year, with 12% of room-nights displaced, NOI dips to about $780,000, roughly level with that debt service, which is why the PIP lender funds the interest reserve. At a post-PIP NOI of $1.1 million the combined coverage is 1.41x. The alternative most owners price first, a $2.1 million mezzanine piece at 13%, costs about $273,000 a year in interest alone, the same as the two new layers above, but it amortizes nothing, balloons in five years and requires an intercreditor agreement the senior lender may refuse. Key money, if the brand offers $200,000 on the renewal, replaces most of the cash.

When is PIP financing the wrong tool?

  • Avoid financing a PIP you can renegotiate. Phased scopes and trigger-based commitments are being granted in 2026; a smaller PIP beats a cheaper loan.
  • Avoid borrowing for a PIP on a hotel you will sell inside a year. Price the deferred PIP into the sale instead, knowing the discount exceeds the budget.
  • Avoid a debt fund for a soft-goods refresh. The coupon and the balloon cost more than the project.
  • Avoid C-PACE if the senior lender has refused consent in writing, or the eligible scope is under about $750,000.
  • Avoid SBA if any owner is a lawful permanent resident or the hotel is third-party managed with full discretion.

Frequently asked questions

What are the best hotel PIP financing options in 2026?

A Bridge direct PIP loan from $500,000 to $15 million, layered with C-PACE on the mechanical scope, is the most complete option. The others are SBA 7(a) up to $5 million for owner-operators, C-PACE alone for energy and envelope work, FF&E loans and leases for case goods, brand key money on a renewal or conversion, a debt fund bridge loan when the PIP comes with an acquisition, and a cash-out refinance when the hotel has the equity.

How much does a hotel PIP cost per key?

In 2026 guestroom soft goods run $3,240 to $4,436 per key at economy, $6,203 to $8,573 at midscale, $7,549 to $10,555 at upscale and $16,993 to $24,511 at luxury, per the Nehmer and HVS Design guide. A full PIP with bathrooms, corridors, lobby and mechanical lands at $15,000 to $30,000 per key at midscale and $30,000 to $55,000 at upscale, all-in.

Can C-PACE pay for a PIP?

For the eligible scope, yes: HVAC, lighting, roofing, windows, envelope, plumbing and resiliency, typically 15% to 35% of a PIP, at fixed rates in the high 6s to mid 7s over 20 to 30 years, retroactively for work done in the prior three years. The senior lender must consent, and guestroom soft goods and signage are not eligible.

Does SBA finance hotel PIPs?

Yes. SBA 7(a) funds up to $5 million of PIP, FF&E and working capital at a variable rate capped at 10.00% in October 2026, with 10-year amortization on FF&E and 25 years on real property work. The owner must operate the hotel and all owners must be U.S. citizens or nationals.

What happens if you do not complete a PIP?

The brand can issue a notice of default or termination; Choice's documents allow a termination notice if a PIP is not executed 12 months before a contractual out date. A lender will treat an unfunded PIP as a reserve requirement at refinance, 2026 CMBS deals sweep cash to 115% of its cost, and a buyer's lender will discount the price by more than the PIP budget.
